Govt release untied funds
ITANAGAR, Nov 10: The state government today released Rs.1770 lakhs for 2015-
Chief Minister Nabam Tuki approved for release to the respective untied funds to enable the district administrations to take up need based projects in the districts.
Rs 50 lakh each will be placed at the disposal of the Deputy Commissioners while Rs 20 lakhs each will be released to Additional Deputy Commissioners (ADCs) with independent charges. Funds for the ADCs who do not have DDO power will be placed with the concerned Deputy Commissioners. Projects undertaken under this untied fund will have to be implemented and completed within this financial year.
The concerned DCs and ADCs will have to submit the utilization certificates against the fund released and also detailed list of projects undertaken by them along with photographs of the assets created and a brief note indicating cost of the project, implementing department and the benefits to the people. Further, allaying misinformation of financial crisis propagated by vested interests, the Chief Minister reiterated that there is no dearth of funds for development projects and insisted on its judicious utilization for benefit of the common people.

KCUYA cries for teachers
ITANAGAR, Nov 10: Kharsang Circle Unemployed Youth Association (KCUYA) has appealed to the higher authorities of education department to post sufficient teachers at Govt. Hr. Sec. School, Kharsang.
The school has reportedly been facing acute shortage of teacher and functioning without senior teachers for Geography, Mathematics and English which is adversely affecting the academic studies of the students of the school. The KCUYA lamented that they have held several meetings with the school authority and submitted memoranda to the higher authorities for posting of teachers, but to no avail.
“Our demands for posting of teachers fell on deaf ears,” the Association said, and appealed for early posting of required teachers in the greater interest of the students.

Govt. bans private functions at IG Park
NAHARLAGUN, Nov 10: The state government following public complaints has banned holding of any private exhibitions or functions at Indira Gandhi Park here with immediate effect.
The Chief Secretary Ramesh Negi while issuing the ban order stated that the Chief Minister had received complaints from the citizens of Capital Complex that District Administration is frequently allowing Indira Gandhi Park for exhibition of private shows etc. thereby adversely affecting the interest of the local citizens, who go there for daily walk and recreation, especially the children.
“No function other than government one would be allowed to hold at Indira Gandhi Park,” the order said and instructed the District Administration not to give permission for holding such private exhibition/function etc. without prior permission of the Chief Secretary. DIPR

Coordination meeting to review FDR held
ITANAGAR, Nov 10: A coordination meeting was held today in the conference Hall of the Deputy Commissioner, Itanagar Capital Complex Mige Kamki to review the Flood Damage Reports (FDR) of various departments for onward submission to the Department of Disaster Management.
The reports submitted from various circles on natural calamities included FDR estimates, the number of victims of various calamities like fire accidents, landslide and crop damages etc.
The Deputy Commissioner, who also is the Chairman of the District Disaster Management Authority, appealed to all the line departments to verify authenticity of the cases. He also appealed to the dwellers of Capital Complex to refrain themselves from staying at disaster prone areas.
Further, the DC informed that gambling of any kind including dice has already been banned in the state and in this regard an order was also issued banning all kind of gambling in the Capital Complex. In spite of the ban order, gambling activities are still found to be practiced in some locations in the Capital Complex, he said.
To check such activities, the DC said, a warrant of search has also been issued yesterday authorizing any Magistrate, SP, Dy. SP, Inspector, Sub Inspector or Officer in charge of Police Stations to seize and take possession of any property or document, materials, cash money related to gambling and arrest any person involved in it.
Kamki informed that the executive magistrates have intensified checking in their respective jurisdiction to prevent any kind of gambling activities in the Capital Complex. DIPRO

protect rights of Arunachalis
NEW DELHI, Nov 10: The Centre is likely to approach the Supreme Court seeking protection of the rights of the indigenous people of Arunachal Pradesh after the apex court ordered conferring citizenships to Chakma and Hajong refugees.

Sources said the meeting decided to make necessary appeal in the Supreme Court to ensure that constitutional and indigenous rights of the people of Arunachal Pradesh are protected.
It was also decided that Home Ministry would take necessary steps to ensure providing proper status to the Chakmas and Hajongs but without the infringement on rights of the people of the state and to honour the sentiments of the people. Necessary inputs would also be obtained from the state government while making an appeal in the apex court, sources said.
The Supreme Court on September 17 had directed the Centre and Arunachal Pradesh government to grant citizenship within three months to Chakma and Hajong tribals who had migrated from Bangladesh, saying they cannot be discriminated in any manner.
"It is well known that the Chakmas and Hajongs were displaced from the area which became part of East Pakistan (now in Bangladesh) on construction of Kaptai Dam and were allowed to be rehabilitated under the decision of the Government of India.
"They could not be discriminated against in any manner pending formal conferment of rights of citizenship. Their status also stands duly acknowledged in the guidelines of the Election Commission of India," a bench of Justices Anil R Dave and Adarsh K Goel had said.
The apex court said that Chakmas have a right to be granted citizenship and it is even "recognised by judicial decisions that they cannot be required to obtain any Inner Line permit as they are settled in Arunachal Pradesh."

AYA conducts ‘walk and pick’ programme
ZIRO, Nov 10: On the eve of the proposed mega social service ‘Mission Clean Kley River’ (MCKR), the Apatani Youth Association (AYA) today organised a ‘Walk and Pick’ programme at Hapoli to showcase duties of citizen in keeping township clean and also is to create awareness on clean environment.
The team lead by AYA President cum Chairman MCKR, Taku Chatung started picking rubbish littered on ground from DC office complex and then to Paraline, MG road, main market, Club Road, Medical colony, School Gate, Salang, SSB gate etc. Many onlookers joined them, some cleaned their varandahs with water and other started picking up littered waste and threw them into dustbins. Shopkeepers also started placing dustbins in front of their shops which were the immediate effect of the programme.
The team did not interact with people nor uttered any word related to keeping cleanliness but just walked along the roads and picking up litter.
Later, after completion of the programme Nending Ommo, vice chairman MCKR said that the programme was organized to open the eye of people – that littering of waste is a bad practice and against Clean Ziro, Green Ziro movement.
Meanwhile, many NGOs, organization have announced themselves to join in the mega social service of Mission Clean Kley River being organised on Nov 13 next.

State Govt decides to implement NFSA-
ITANAGAR, Nov 10: Taking food security on high agenda of his governance, Chief Minister
Nabam Tuki took principal decisions to implement the National Food Security Act in

Chairing a high level meeting of Food and Civil Supplies department attended by Minister Tirong Aboh and Parliamentary Secretary, Nyamar Karbak, Principal Secretary Finance, Satyagopal Sinha, Planning Secretary Sonam Chombay, Food and Civil Supplies Secretary, Gamli Padu and department officers, Chief Minister Nabam Tuki called for a holistic approach to ensure proper implementation of the Act which ensures 5 Kgs of rice per individual and 35 Kg per family per month at Rs. 3 per KG.
The State shall constitute a Food Commission under Section 16 of the Act and for the time being till regular commission is put in place; it was decided that the Arunachal Pradesh State Women Commission will be delegated with the state food commission’s functions and activities.
Another important decision was to constitute a state corporation in the line of Food Corporation of India (FCI) to implement the programme in the state. In order to decide over to how to go about with the implementation part, a committee headed by Principal Secretary Finance as chairman and Secretary Planning, Secretary Food and civil supplies, director food and civil supplies as members has been constituted. The committee has been entrusted to scrutinise the process on every aspect to make the National Food Security Act effective besides rationalisation of staff for the commission and corporation. It would also recommend a suitable name for the corporation apart from recommending the Cabinet scheduled on Nov 22nd on the matters related to other requirements to implement the Act by 1st of December.

DC unhappy over slow progress of works
ITANAGAR, Nov 10: Anjaw Deputy Commissioner Nyabin Ete expressed his dissatisfaction over slow progress of works by some departments under Border Area Development Programme (BADP) in the district.
Chairing a meeting to review the implementation of various schemes and programmes under BADP in the district today, the Deputy Commissioner took serious note on the delay of works by DHPD, PWD, RWD and directed them to expedite the pace of works. Ete asked the three executing department to submit the photographs of the works which are completed or in progress along with the Utilization Certificates (UCs) at the earliest for onwards submission to government.
He directed the executing agencies to take the photographs of each new scheme before, during and after completion from same angle. He also directed them to make survey before framing an estimate of schemes, which are of general nature, like construction of porter tracks, renovation of school etc. and to specify the place of execution.
While taking stock of the condition of all suspension bridges in the district, the DC suggested the agencies to use ‘Jati’ bamboos which are more durable for flooring of suspension bridges instead of wooden plank.
The District Planning Officer CW Chautang requested the executing agencies to monitor and supervise the works during executions as no technical expert is usually seen at the work sites which leads to poor work quality.

Start delivering on the promises
The government of India finally seems to have realized mistake and are starting to initiate efforts to fasten the economic growth. Today government of India announced major economic reforms. In 15 major sectors, government has liberalized norms of Foreign Direct Investment (FDI). These sectors include mining, civil aviation, defence, broadcasting, construction, manufacturing and private sector banking. The reforms are aimed at further easing, rationalizing and simplifying the FDI process and to put more and more FDI proposals on automatic route instead of Government route.
These are much needed reform process which country has been waiting for long. PM Modi and BJP came to power with the promise of better economy and creation of job for the youths. However ever since they came to power, it's been only about beef, cow and communal agenda. RSS and greater Sangh Parivar affiliates are running hate campaign against minority community. They have been given free hand by the ruling establishment. Many analysts believe that BJP badly lost in Bihar due to the communal politics it unleashed during the election campaign. The time has arrived for BJP and especially PM Modi to start delivering on the promises made to the people of India. They should understand that young Indians hardly bother about religion and are more worried about job opportunities. If Modi and BJP do not deliver on the promises, they will find it difficult to retain power in 2019.

Open Letter to Chief Minister Nabam Tuki
Dear Editor,
I would like to put following words to our leader. Chief Minister, please kindly ensure that there will be no more corruption in the state. You often hold finance related meeting on various developmental schemes and projects for the state with the policy makers and the executors. I say let the funds percolate to the needy and to the right place.
As one of the concerned citizens of our state, I do not support the clamour for constant
change of leadership when there has been a proper assembly election conducted. If
at all the time is inevitable, let there be midterm poll or else I feel the dissident
representatives especially Kalikho Pulji should support the CLP leader and take the
state ahead. I personally hope and believe that Tukiji, you have learned lessons
from what has gone wrong in the past 2-
Let the flagship programmes in Health, Education and other departments be carried out thoroughly. Stop Nepotism and political appointments. And please no more corruption in the state.

I really want to appreciate the MLA of 38 East Pasighat Kaling Moyong for his early
intervention and initiation regarding the main problem of Pasighat i.e. Power and
Drinking water problems. What I admire most about him is his ability-
And for this, I thank him a lot. His vision for a safe & crime free Pasighat cannot
be overlooked. Since July 2015 Pasighat SP office is being looked after by an in
charge and for a town like Pasighat it is really sad to have such management. East
Siang is one of the most populous districts of the state. In this regard, MLA has
wrote many notes to the concern high ups of the state, but till date no favorable
action has been taken up yet. His presence in every public consultation meeting and
sharing the pros and cons of SMART CITY MISSION Pasighat shows his full involvement

Don’t punish the voters who had elected you
Dear Editor,
These days 21 Congress MLAs who are rebelling against their own party leader are all of a sudden trying to portray themselves as saints. In their press releases which I was supposed is sent from Delhi, they often talks about financial crisis and claims that they are doing rebellion for the sake of people of Arunachal. My only request to them is kindly don’t involve innocent people in your fight for chair and money. We are very much aware of how Congress MLAs often fight themselves for power and money. Financial crisis has been together created by all the Congress leaders and they should not just blame one person.
Moreover your fight seems to be against Chief Minister but why are you punishing your own people who elected you. It’s almost two month since you all made Delhi as your home. With folded hand, on behalf of the people of Arunachal I request you all to come back home and start serving your people. The more you delay, the more development activities will take back seat and more you will find it hard to win the next election.
